Thats the old Southern Pacific Arcade Depot, located on Alameda between 5th and 6th streets south of what is now Little Tokyo and the Arts District. The cars on the left are LA Railway Huntington Standards, and judging by the solid steps, this is before they were refurbished/rebuilt as one-man cars in 1934.
